This is from 1817 Reservation Roll
A listing of those applying for a 640 acre tract in the East in lieu of removing to Arkansas. This was only good during their lifetime and then the property reverted back to the state.

I haven’t found that out yet. It was linked to cherokee gen site. This is on the heels of the Creek War but it may be one of the first efforts at cherokee relocation. I do not know geographic area involved….. I’m sure we can find out with time to research.
I was struck by the presence of the same surnames we are all searching.

In case the answer has not yet been found, that is the 1817 Reservation Roll of Cherokees. From the Encyclopedia of NC:
In an attempt to save land that had been lost after the Creek War of 1813, the Cherokee signed two more treaties in 1817 and 1819. The 1817 treaty was the first Cherokee treaty that included a provision for their removal from North Carolina lands. The treaty proposed exchanging Cherokee lands in the Southeast for territory west of the Mississippi River. The government promised assistance in resettling those Cherokees who chose to remove, and approximately 1,500-2,000 did. The Treaty of 1817 also contained a proposal for an experiment in Cherokee citizenship. Cherokees who wished to remain on ceded land in the East could apply for a 640-acre reserve and legal rights as American citizens.
November 24, 2003 at 1:29 am #31383I have a collateral relationship to Looney Riley through my 2nd Great Aunt, Elizabeth Risner, who married Rufus Riley in the Choctaw Nation (OK) the grandson of Looney Riley. This Riley Family did eventually migrate to the Cherokee Nation (OK) but during the Civil War, the fighting on the border of OK, AR, MO was intense so some Cherokee Families appealed to the Choctaws (where the fighting was not as bad) to live among them until the War was over and it was granted they could live there. Rufus met and married Elizabeth Risner in the Choctaw Nation but after the War they returned to his Cherokee lands which is now near Nowata, OK. They are on the Cherokee Rolls of Oklahoma.
November 24, 2003 at 1:29 am #31850The Looney Riley Family is mine or the family my 2nd great aunt married into – all the Rileys on that Roll are or the same family. I know their allotment land West of the MS was near Nowata, OK. John Thompson may also be my Grandmother’s father – Leuticia Florence Thompson Williams.
November 24, 2003 at 1:29 am #31851My second thought on this is to search the Congressional Papers. Congress would have to have passed this Roll to cede lands and there might be a description of the location in the east.
November 24, 2003 at 1:29 am #35611Just reviewing my records and comparing them to the posts. It appears to me that my Rileys lived in/near Kingston, TN or old Roane Co., TN in 1817. Samuel Riley Jr’s father, Samuel Riley Sr. is buried in the Smalley Cemetery near Kingston, TN. Here’s a rundown of the Rileys . Some of the younger children appear on the 1817 Cherokee Roll:
Samuel Riley SR – White man from probably Maryland
Samuel Riley Jr b. 1745 MD? m. Cherokee Gu lu sti ya (Doublehead is likely her Cherokee name) Samuel Riley Jr. was an interpreter living near Kingsport, TN and worked for Meigs, the Cherokee Superintendant but the years are vague when this happened. Their Riley children are:

John b. 1790
Eleanor b. 1792
Sally b. 1794
Elizabeth b 179401857
Rachel
Louisa
Lucy b. 1798
Looney b. 1800-1885 (He would have been 17 or 18 at the time of the 1817 Cherokee Roll. He is the father of Rufus Riley b. 1831 who married Elizabeth Risner, my GGmo’s sister)
Samel Riley Jr. m/2 to Ni go di gu yu (The sister of his first wife) and had the following:
James, Catherine, Nancy, Madison, Martha and Nelson Riley.
Loony/Looney (1817 Roll) did receive allotment land in the Cherokee Nation of OK, today, near the present city of Nowata.
