My favorite online store has some instructions for a 2 piece leather dress:

Might at least provide a starting point. They also sell patterns and leather.
I already have a clothe dress, and have always liked to have a hide dress. We dont have any money for that at all, so i will have my clothe dress for a long time.
Hi
I have a company on Ebay that I purchase my leather from (for beading and regalia) They are Very Reasonbly priced! For my husbands regalia (pants) I just emailed them his measurements and they let me know which pieces to buy. (he’s 6’1 tall) and they sent two Beautiful, Thick pieces for both legs .. which hit the ground – plenty of leather to trim off. And I think it was about 60 bucks!
Especially if you can find someone who’s will to make it for you (much cheaper than buying at the PowWows)
But here’s the link: http://stores.ebay.com/1-Source-for-Leather-Distant-Drums They’re called “Distant Drums” and Ive been buying from them for a couple of years now. The shipping is Really Fast and the prices are Great!
They sell all types of leather, they’ll even let you know which leather is bettter for the type of Regalia your looking to make.
I dont know if this will help anyone, but Ive recommended them to several friends and family.:p
*I noticed today, that the company I spoke about in my previous posting now has a website.

Just in case you do not have an Ebay account. I havent really checked out the prices, but I dont think they will be as high as you might pay at a PowWow.
Wow, I will look into that. If I can get a dress done at a resonable price, it will be worth it. Thanks!!!
