Hi Blackbird,
The dress looks pretty much like the dresses worn in the 1920’s. If you take at waist it’s low and hip riding like the dresses of that day.
If you google for 1920’s clothing you’ll see similar outfits. And they did use a lot of ribbon back then.

Many women made their own clothing, as did my mother for herself and us. So how they chose to decorate it would depend on their taste and influences. I’ve attended auctions collecting antique clothing and this dress seems uniquely decorated to me.
Could anyone speak to their understanding of the of ‘ribbon shirts’?
