Anyone can issue a card. It still gets down to whether the one who has asked to see the card recognizes the “tribe” that issued it. Many of our friends carry an “official” Shedoneechee card because they used to hang out at John Blackfeather’s shed. It is as valid as any other cards that are not federally recognized. 😉
